I'm surprised no one has mentioned the fire risk. Smoking and camel online are a significant cause of fires, especially with those who fall asleep with buy camel on couches. Stoves and heaters are also causes of fire but as they are connected with the necessities of food and warmth it is an acceptable risk. I would not feel comfortable with a smoker living in a flat below me due to unnecessary risks to health from passive smoke as well as the fire risk.
